Baby's PR application at ICA Singapore

When you applied for baby's birth cert at the hospital, the staff there will give you the laminated birth cert and the Singapore Immigration & Checkpoint Authority instruction/manual (known as Advisory Note containing child's name, barcode, and birth cert number) on how to register baby's immigration status. Proceed to subsequent step when you have already got baby's passport from Malaysia embassy.

First
Prepare all the necessary documents (both photostat and original).
  • Both parents' passports and Singapore permanent resident (SPR) ICs (or work passes)
  • Marriage cert in English (or get it translated)
  • Birth cert (produced in Singapore)
  • Advisory note (see above)
  • Baby's passport (or letter of acknowledgement from embassy indicating that you are have submitted application for baby's passport).
  • Baby's passport photos (white background printed matte). If you have your baby's photo, go to nearest photo printing shop and get it printed in matte form.
 Download and print at home relevant forms (if possible), PR forms at ICA. For baby, it will be "form 4" and you can download "explanatory note to form 4". Need to add in following documents for the application.
  • Income tax notices of assessment (last 3 years) of parent
  • CPF contribution (last 12 months) of parent
  • Alternative to first & second would be to give consent for ICA to check these financial status. That way, you don't have to search for the IRAS notices for the past 3 years and CPF statement.
  • Employment letter of sponsor (either of mum or dad) - if you can't get it immediately, the officer will waive it that day and ask for submission of that letter on subsequent visit.
 Now, for baby's SPR application, head out to ICA building near Lavender MRT station, then proceed to level 5 to get a queue number from the ticket counter at PR Services Center (or PRSC). I don't think the eAppointment from ICA will apply here (my guess considering that this is different case).

Once you have got the number, wait to be called. When at the counter, the officer will examine all the photostat and original documents. Baby will have to be there on this day. There will be a nursery room provided for mum and baby (near the toilet). If you haven't signed the application form, the officer will mark all the blanks that needs to be filled or signed. You can also opt for giving consent to ICA to check your financial status (e.g. tax and CPF). However, an employment letter stating that the sponsor is currently with the company will be needed (you can call your HR to submit the employment letter by Fax and the number will be given by the officer). If you can't get the HR to send this letter, the officer will need this letter on the next visit. Note that the employment letter should be dated/prepared within a month of application to be valid.

Once all the documents and form are completed, the waiting time for approval would be around 4 to 6 months time. Baby will be given a white card (ICA - Disembarkation / Embarkation Card) that will be valid for 3 months stay in Singapore (and need to be renewed subsequently). If in the event that the baby needs to travel before the 3 months, then the baby will need to renew the white card regularly (until the PR application is known).

Do approach any officers there for assistance. I got most information from them and they are very friendly and helpful.

    To submit PR application for newborn baby, can just proceed to ICA without making appointment via eAppointment?

    I've read from the ICA website - https://www.ica.gov.sg/page.aspx?pageid=151
    "However please note that the submission of PR application is by appointment only."

    Couldn't find a different procedure for newborn baby on the ICA website though.

  4. Hi! Thank you for the detailed description above. I have just completed my newborn son's PR application at ICA and would like to share something with future readers. The officer at ICA counter said that my son did not need to be present on application day. Instead, he will need to come after approval is given (4 to 6 months later). She said that last time baby needed to come during application but now they have changed that requirement. You might want to call ICA hotline to confirm if you are applying newborn PR after June 2017. Happy parenting!

  5. I am applying SPR for my 14 y/o son. Does this mean that he doesn't need to be present upon application as well? Do they need the original passport for the application or photocopy will do? TIA!

    1. Hi, your son will need to be there during the application. I think all the copied documents must have their corresponding originals. Also, you might need to apply for eAppointment prior to visiting ICA. Hope this helps.

  6. Hi. I just found out that there is no need to queue for newborn babies. The thing is my baby is already 45 days old. Can I still do a walk in pr application? I've already applied for ltvp tho because I thought need to book e appointment

    1. Hi, I don't know the answer; if all required documents are available, I would try visit ICA directly and ask the officers there. They are very helpful and friendly and will assist you. But if travel to ICA is inconvenient to you, call ICA at 63916100 to ask first. Bests.

  7. I am holding S-pass and my Wife is on visit visa ... she going to give birth in singapore in two more months.. once she give birth what visa my baby will get ?

    1. Congratz Ashwini. Regarding your question, your baby will be given "special pass" that will be valid for 6 weeks. During that time, you need to liaise with your employer/HR to apply for baby's "dependent pass" under your s-pass. Only your employer/HR can apply for you via MOM site (http://www.mom.gov.sg/passes-and-permits/dependants-pass/apply-for-a-pass). So, you need to ask your HR what documents will be needed. Normally your company will pay for the dependent pass. It takes about 3 weeks to 8 weeks to finalize this. Bests.

  8. hi, few things to clarify, both husband and I are Malaysian PR, i'll be going back to my hometown to give birth, to apply PR for baby we don't have to make e-appointment? can just walk in ICA to submit documents? i'll return with baby after maternity leave is over which is when baby is around 2 mths old so it's over 42 days grace period, am I still able to walk in to submit documents without e-appointment? also while applying PR for baby we need to apply long term visit pass for baby too? sorry for the many questions and thanks in advance for your generous reply.

      This is based on the commentators who contributed their finds at ICA in this post and elsewhere:

      (1) Newborn PR application need not have e-appointment (if within 42 days). Just visit level 5 to get a queue number from the ticket counter at PR Services Center.

      (2) If > 42 days, call ICA at 63916100 to get their instruction. Some parents said ICA will allow newborn > 42 days to walk-in (but need to seek prior approval).

      (3) PR application takes 4 to 6 months for approval, so you need to apply a long term visit pass (ltvp) for your baby.

      My advise is, if you don't want to face the hassle of getting e-appointment which might be unavailable until few months later, visit ICA within the 42 days. Else, call ICA early to get their confirmation that application at > 42 days later is still eligible for walk-in. Hope this helps with your decision.

    Sponsor's Spouse is to produce the following documents:
    B10. Highest educational certificates (including all tertiary qualifications);

    B11. Employer's letter stating the date of employment, position held, salary per month for the last 6 months
    with breakdown into basic, overtime and allowance per month. The letter, addressed to the Controller of
    Immigration should be dated within 1 month from the date of submission;

    B12. Payslips for the last 6 months.

  11. Hi nowadays apply for SPR is via online.I would like to apply SPR for my 1 year old children, for the Appendix -2 (PR-FTS) authorisation to obtain and verify financial information (The coloumn of signature for applicant) shall be empty or need to thumbprint or exempted?
